 The IHSS Public Authority

The IHSS Public Authority works in conjunction with In-Home Supportive Services (IHSS) to provide information and assistance to IHSS clients who need help selecting a home care provider.

The IHSS Public Authority establishes and maintains a Registry of Providers with available IHSS independent home care providers and provides a list of screened home care providers for IHSS clients to interview. The IHSS Public Authority also helps IHSS clients conduct interviews to help them choose a qualified and compatible home care provider.

The IHSS Public Authority provides orientation and training sessions for providers on care giving. The IHSS PA works closely with both the home care provider and the IHSS client to provide and maintain a positive relationship.  If a conflict arises, the IHSS Public Authority works with each to find a mutually acceptable resolution.

The IHSS Public Authority is the “Employer of Record” for all IHSS providers for the purposes of collective bargaining and working conditions.

Who can be an IHSS provider?

Potential providers must pass a background screening process (including criminal record) and attend program orientation. Employment hours are flexible and are determined by the individual recipient who is authorized to receive IHSS.
