A partnership that includes consumers and their families in the decision-making process, a process that impacts their lives. It is a vision that shares responsibility but leaves the major responsibility for outcome in the hands of the individual, minimizing dependency on the system and maximizing the role of support groups and family.
The stated purpose of the Mental Health Services Act is to “expand mental health services” in California.
Funding Paid for by a 1% tax on taxable personal income over $1 million (Prop 63). Deposited into a Mental Health Services Fund (MHSF) in State Treasury. Used to expand, not supplant services, or, the money cannot be used in place of money now spent on mental health services. Intended To Support a redesign of the public mental health system; Introduce effective new service models that promote well-being, recovery and self-help; Introduce prevention and early intervention strategies to decrease the long term impact of serious mental illness; Enhance staff development, computer technology, buildings and living space; and Reduce stigma and discrimination. NapaHelp is a public access database of information about Napa County community services that anyone can access via the Internet.
