BOS - Legislative Subcommittee meeting agenda - 9-23-13

WE ARE NAPA COUNTY

Board of Supervisors

2014 BOS

Legislative Subcommittee

The Legislative Subcommittee of the Board of Supervisors makes recommendations to the full board on state and federal legislative policies. The Subcommittee annually recommends to the full Board a Legislative Platform that establishes the county’s legislative priorities for that year. The Subcommittee also authorizes policy advocacy positions for the county on items that may be under consideration in both the State Legislature and United State Congress. The subcommittee consists of two members of the Board of Supervisors and is selected annually by the full Board.

The 2014 Board supports these legislative goals:

  1. Encourage and support legislation that reduces the burden on rural counties, given the lack of adequate infrastructure and services necessary to support housing in the less developed unincorporated areas.
  2. Sponsor legislation that includes the ability to transfer mandated County units to the incorporated areas within the County at any time during the housing cycle and receive allocation credits for those transfers in exchange for the expenditure of County housing funds.
  3. Identify and support measures that maximize Napa County’s economic vitality while maintaining the County’s unique agricultural heritage and environmental values.
  4. Preserve vital Napa County and other local revenues and funding sources from further reductions, especially those that would directly impact the County’s General Fund and the County’s ability to serve its residents. Support legislative and policy initiatives that maintain funding levels for public health and safety programs.
  5. Seek Constitutional protections for a secure, reliable and ongoing source of revenue to fully fund the 2011 Public Safety and Health and Human Services Realignment.
  6. Seek to eliminate unfunded and/or unnecessary State mandates. Also, support legislation that allows maximum flexibility to local governments to effectively and efficiently administer state-mandated programs and provides local governments’ additional protection from state mandates that attempt to micromanage local affairs.
  7. Support legislation that provides local governments with broad authority and flexibility in personnel and pension management issues.
  8. Work with our legislative delegation to ensure tribal land is not exempt from local land use regulation.
